It's fake. The guy that posted it already said that it is fake. He took the name of a poster that used to post "leak patch notes" before. He copied the name and post his wishlist.
Seriously, there are some things that do not make sense in that leaked patch notes. Some of it contradicts the lore in warcraft. Some just do not make any sense at all.
The playerbase of WOW has an IQ of a rodent if they actually believe this or hoped that it is true.
