Start a Lockdown (PvP) game by clicking the purple sword icon on the upper right while in town. Lockdown games cost 200 crowns per round (easiest way to earn 200 crowns is to just finish a level or two, and you may earn more playing Lockdown). Play until you get the Frostbite level. Snowballs are available at many points on the map, and hitting an enemy with them is not difficult, especially because you have many opportunities.
